The

Uganda National Roads Authority (UNRA) was established by an Act of Parliament;

The Uganda National Authority Act, No. 15 of 2006. UNRA became operational on

1st July 2008.  The mandate of UNRA is to

develop and maintain the national roads network, advise Government on general

roads policy and contribute to addressing of transport concerns, among others.


Job Summary: The Manager Field Operations will be responsible

for the direct supervision of


enforcement

activities for the protection of the National Roads and Bridges infrastructure,

prevention of encroachment on the road reserves and vandalism of road furniture

(Road signs, guard rails, cat eyes, and marker posts). This will involve

preparation, planning and execution of enforcement activities in line with the

relevant laws and in liaison with other UNRA departments. Enforcement will include

patrols of road reserves to clear encroachers and enforcing compliance in line

with vehicle load regulations.


Key Duties and Responsibilities:

  • Provide input in the Planning and

    Implementation of systems for the protection of roads and bridges

    Infrastructure in line with UNRA guidelines;

  • Responsible for the management of all field

    enforcement operations

  • Plan and implement a programme for the

    protection of Road Reserves in line with UNRA strategic plan;

  • Plan and execute field enforcement activities

    in line with the relevant laws and regulations

  • Manage the use of portable weigh scales and

    their mobile Vans

  • Implement a system for regulating billboards

    and signs within the reserves road reserves in accordance with UNRA

    guidelines;

  • Plan and implement a system of managing risks

    in the field operations and develop risk mitigation measures.

  • Mentor and supervise the performance of staff

    and develop reports in line with the performance management system of UNRA

  • Perform any other duties as assigned by the Head

    Enforcement


Qualifications, Skills and Experience:

  • The applicant for the UNRA Manager Field

    Operations job vacancy should hold an Honour’s Degree Mechanical

    Engineering, Civil Engineering, Economics, Law, Social Sciences, Business

    Administration, Management, or any other relevant degree

  • Additional training in matters on command and

    control is mandatory

  • Possession of a Masters’ Degree in will be an

    added advantage

  • Possession of 

    Post graduate qualifications in the relevant field will be an added

    advantage.

  • At least five years’ experience in roads

    infrastructure or enforcement in a large organization

  • Demonstrated working experience in managing

    an organization/business unit with diverse professions

  • Significant experience in matters of command

    and control is a must

  • Knowledge of multiple languages is an added

    advantage

  • Computer literacy skills

  • High levels of integrity.

  • Proven ability to work as part of a team and

    to develop subordinates.

  • Excellent interpersonal, particularly

    staff/management relations

  • Excellent oral and written communication

    skills.

  • Proven ability to manage/supervise multi

    skilled teams and deliver accurate results in a timely manner and in an

    environment with multiple and challenging tasks.

  • Ability to work under stressful conditions.
