About UNRA:
The Uganda National Roads Authority (UNRA) was established by an Act of Parliament; The Uganda National Authority Act, No. 15 of 2006. UNRA became operational on 1st July 2008. The mandate of UNRA is to develop and maintain the national roads network, advise Government on general roads policy and contribute to addressing of transport concerns, among others.

Job Summary: The Enforcement Officer (Road Reserve & Vehicle Load) will be tasked with preventing encroachment on the road reserves and vandalism of road furniture (Road signs, guard rails, cat eyes, and marker posts). The job holder will be responsible for issuing vacation notices and demolition of fully compensated properties or illegal structures in the road reserve. The Officer will also be responsible for routine and rapid response patrols on the road network to clear encroachers. In addition the Officer will carry out community sensitisation on protecting the road reserve and road furniture. Furthermore, the Officer will be responsible for enforcing compliance with vehicle load regulations. This will involve patrolling the road network to apprehend the overloaded trucks that dodge the weighbridges, overloaded trucks not impounded at weighbridges and trucks that offload at weighbridges and reload after the weighbridge. The officer will also conduct impromptu checks on weighbridges to check on compliance with procedures and guidelines.

Key Duties and Responsibilities:
Design and implement processes and systems for protecting the road reserves in line with departmental guidelines and standards;
Carry out inspection of the installation of approved billboards and demolish illegal ones in line with departmental guidelines;
Perform regular community sensitization on protection of road reserve and furniture in line with departmental standards and guidelines;
Conduct routine and rapid response patrols on the road network to clear
encroachers in line with departmental guidelines;
Patrol the road network in line with departmental work plan;
Conduct impromptu compliance inspections on weighbridges procedures in
line with departmental targets and guidelines;
Develop risk matrix and put in place risk mitigation measures in the area of road reserve and vehicle load enforcement;
Carry out road and bridge infrastructure protection activities in line with departmental targets;
Actively participate in planning, budgeting and reporting in line with departmental
guidelines and targets.
Respond to audit reports and implement agreed recommendations withinspecified time frames;
Perform any other duties as assigned by the Manager Field Operations

Qualifications, Skills and Experience:
The applicant for the UNRA Enforcement Officer (Road Reserve & Vehicle Load) job vacancy should hold an Honors Degree in Economics, Law, Business Administration, Management, ICT or any other relevant degree;
Relevant experience will be an added advantage
Computer literacy skills
High level of integrity;
Ability to work as part of a team and to develop subordinates;
Excellent interpersonal, particularly staff/management relation skills
Excellent oral and written communication skills.
