The

Uganda National Roads Authority (UNRA) was established by an Act of Parliament;

The Uganda National Authority Act, No. 15 of 2006. UNRA became operational on

1st July 2008.  The mandate of UNRA is to

develop and maintain the national roads network, advise Government on general

roads policy and contribute to addressing of transport concerns, among others.


Job Summary: The Bridges and Structures Specialist will mainly

be in charge of planning, developing and implementing a system for carrying out

site investigations; design of bridges and structures; preparation of standard

drawings and bidding documents in line with UNRA guidelines and Standards.


Key Duties and Responsibilities:

  • Regularly review and update the Authority’s

    bridge and structures design manuals, standard drawings and specifications

    in line with UNRA guidelines and standards;

  • Plan and undertake site inspection and

    assessment of existing bridges and structures and make appropriate design

    review recommendations in line with UNRA Standards;

  • Develop and coordinate the preparation of

    bridges and structures designs in line with the Annual Statutory

    performance agreement;

  • Plan and implement a system of managing risks

    in the bridges and structures activities and develop risk mitigation

    measures;

  • Keenly review and coordinate the process for

    the provision of value engineering of road infrastructure design in line

    with the UNRA guidelines;

  • Offer technical input to the preparation of statements

    of requirements/terms of references for bridges and structures studies and

    prepare proposals for tenders submitted to external clients;

  • Develop and implement a system for monitoring

    and supervision of bridges and structures design contracts in line with

    UNRA guidelines and standards;

  • Manage the performance and development of

    staff under the section;

  • Perform any other duties as assigned by the Head

    Design


Qualifications, Skills and Experience:

  • The applicant for the UNRA Bridges and

    Structures Specialist vacancy should hold an Honors Degree in Civil Engineering,

    Highway Engineering or a Higher Diploma in Civil Engineering from a

    recognized institution with a Master’s Degree in a relevant field;

  • Possession of a Master’s Degree in a related

    field and other post graduate qualifications in Civil Engineering or other

    relevant field will be an added advantage;

  • Professional registration with the

    Professional Engineers Registration Board (ERB) or its equivalent in the

    Commonwealth is a must.

  • At least five years’ experience in designing

    bridges and structures;

  • Previous experience in preparing bidding

    documents and bids for bridges and structures;

  • Demonstrated working experience in managing

    diverse professionals.

  • Computer literacy skills

  • High level of integrity;

  • Proven track record of outstanding

    performance;

  • Excellent interpersonal, particularly

    staff/management relation skills

  • Excellent oral and written communication

    skills;

  • Demonstrated ability to manage/supervise

    multi skilled teams and deliver accurate results in a timely manner and in

    an environment with multiple and challenging tasks.
