The

Uganda National Roads Authority (UNRA) was established by an Act of Parliament;

The Uganda National Authority Act, No. 15 of 2006. UNRA became operational on

1st July 2008.  The mandate of UNRA is to

develop and maintain the national roads network, advise Government on general

roads policy and contribute to addressing of transport concerns, among others.


Job Summary: The Administration Officer- Library &

Information Services will be responsible


for

acquiring, managing and securing the Authorities information resources. The

incumbent will also be responsible for selecting, acquiring, cataloguing,

classifying, circulating, and maintaining library materials; and furnishing

reference, bibliographical, and readers’ advisory services; planning,

developing and indexing computerised data base and instructing users on how to

efficiently search through and locate needed reference materials as well as creating

partnerships with other libraries and providing avenues for accessing their

databases remotely.


Key Duties and Responsibilities:

  • The incumbent will develop Library and

    Information Services policies and procedures in line with the strategic

    plan;

  • Design information storage and retrieval systems,

    and develop procedures for collecting, organizing, interpreting, and

    classifying information;

  • Search and source standard reference materials,

    including on-line sources and the Internet;

  • Code, classify, and catalog books,

    publications, films, audiovisual aids, and other information center

    materials based on subject matter or standard information Centre

    classification systems;

  • Build and strengthen partnerships with other

    libraries/information centers and provide avenues for accessing their

    databases remotely;

  • Establish and update an electronic system for

    easy access and retrieval of information;

  • Develop risk matrix and put in place risk

    mitigation measures in office library and information systems;

  • Manage performance and develop direct reports

    in line with the performance management system of UNRA.

  • Respond to audit reports and implement agreed

    recommendations within specified time frames;

  • Actively participate in planning, budgeting

    and reporting in line with departmental guidelines and targets;

  • Perform any other duties as assigned by the Head

    Administration.


Qualifications, Skills and Experience:

  • The applicant for the UNRA Administration

    Officer- Library & Information Services job vacancy should hold an

    Honors Degree in Library and Information Science (BLIS) or any other related

    field from a recognized University;

  • At least three years’ experience in records

    and document management, Library or Registry.

  • Computer literacy skills

  • Proven ability to work as part of a team and

    to develop subordinates;

  • Excellent interpersonal, particularly

    staff/management relations, oral and written communication skills.

  • Excellent customer service skills

  • High level of Integrity.
