The
Uganda National Roads Authority (UNRA) was established by an Act of Parliament;
The Uganda National Authority Act, No. 15 of 2006. UNRA became operational on
1st July 2008. The mandate of UNRA is to
develop and maintain the national roads network, advise Government on general
roads policy and contribute to addressing of transport concerns, among others.
Job Summary: The Manager Accounts will be mainly responsible
for the implementation of financial systems and procedures for the accountability
and control of the Authority expenditures in line with the accounting standards,
guidelines and the Uganda Public Finance Management Act, 2015 and the
Regulations. Furthermore, the jobholder will coordinate the implementation of
the financial accounting for funds, preparation of monthly and quarterly
accounts, biannual and annual statutory financial statements in line with the
statutory requirements, accounting regulations and applicable accounting
standards. The Manager Accounts will be accountable for the resources under the
unit including human, financial and physical assets.
Key Duties and Responsibilities:
- Prepare annual and biannual financial statements
and quarterly financial performance reports in line with the law,
regulations and organizational procedures; - Charged with preparing the reconciliation for
all bank and control accounts in the ledgers; - Prepare cash position and forecast for the
vote in line with approved Corporate Finance and Accounts budget and PFMA
regulations and guidelines; - Manage performance and develop direct reports
in line with the performance management system of UNRA. - Review and administer payment of salaries and
statutory and other deductions in accordance with the approved payroll; - Regularly review and approve all Authority
payments to service providers, statutory and other creditors, in line with
agreements, legal timelines and organizational payment procedures; - Manage project accounts in accordance with
donor funding standards and agreements; - Implement the approved Authority Accounting
system in line with the execution plan; - Perform any other duties as assigned by the Head
Finance and Accounts
Qualifications, Skills and Experience:
- The applicant for the UNRA Manager Accounts
job vacancy should hold an Honors’ Degree in Commerce, Business
Administration, Finance or any other relevant courses from a recognized
University; - Possession of ACCA, CPA or other relevant professional
qualification is mandatory; - Membership of the Institute of Certified
Public Accountant of Uganda (ICPAU) is a must; - Possession of any other Post Graduate
qualifications in the relevant field are an added advantage; - At least five years’ experience in Finance
and Accounts in a large organization; - Demonstrated working experience in managing
an organization/business - unit with diverse professions;
- Demonstrated practical knowledge of
International accounting standards. - High degree of integrity;
- Excellent track record of outstanding
performance; - Ability to work as part of a team and to
develop subordinates; - Computer literacy skills
- Excellent interpersonal, particularly
staff/management relation skills - Excellent oral and written communication
skills; - Ability to manage/supervise multi skilled teams
and deliver accurate results in a timely manner and in an environment with
multiple and challenging tasks.
