The

National Information Technology Authority-Uganda (NITA-U) was established as a

statutory body under the National Information Technology Authority, Uganda Act,

2009 as one of the key players in the Information and Communications Technology

Sector. Its mandated is to coordinate, promote and monitor IT development

within the context of national social and economic development, with a vision

as “a facilitator of a knowledge-based, globally competitive Uganda where

social transformation and economic development is supported through IT enabled

services.”


About World Bank RCIP Program:


The

Government of Uganda has secured funding from the International Development

Association (IDA) to finance various activities under the Regional

Communications Infrastructure Program (RCIP). The Regional Communication

Infrastructure Program (RCIP) Uganda will complement existing country ICT and

e-government Infrastructure initiatives by helping boost the already existing

e-government infrastructure and bridge the financing and technical gaps. The

project will be implemented by the National Information Technology

Authority-Uganda (NITA-U). The beneficiaries will be the Ministry of

Information Communications Technology (MoICT) and Public Procurement and

Disposal of Public assets Authority (PPDA).


Job Summary: The Environmental Specialist will be hired on a

retainer basis with the main  objective

of ensuring that environmental, health and safety aspects are adequately

observed and addressed during the design and implementation of programme

activities. The incumbent will be responsible for coordinating and leading in

planning, technical supervision, compliance monitoring and analysis, and

reporting implementation of environmental and social aspects of the project in

line with environmental requirements of the Government of Uganda and in

conformance with the Environmental and Social Safeguard Policies and/or

Standards of IDA.


Key Duties and Responsibilities: 

  • In charge of developing implementation

    guidelines for mainstreaming environmental aspects into the project work

    plans and activities in line with requirements in the Environmental and

    Social Management Framework (ESMF).

  • Provide support in the development,

    maintenance and operation of the Environment and Social Safeguards system,

    compliance monitoring system including reporting progress of implementation

    of Environment and Social Safeguards.

  • Carry out environmental and social screening

    of all project activities, developing appropriate safeguard instruments

    where necessary such as, Environmental and Social Management Plans

    (ESMPs), Terms of Reference for required ESIAs, Environmental Audits, etc.

  • Keen review and monitor progress of

    implementation of the contractors’ Environmental and Social Management

    Plans, Environmental and Social Impact Assessment (ESIAs) and/or

    Environmental Social Impact Statements and ensure they are in accordance

    with the agreed environmental and social safeguards frameworks.

  • Regularly review, supervise and monitor

    progress of the contractors’ occupational health and safety plan and

    ensure that the health and safety of the general public and the

    contractors’ workforce are not compromised as a result of the programme.

  • Build the capacity of project teams and other

    stakeholders in identification and use of environmental friendly practices

    including systematic implementation of environmental and social

    safeguards.

  • Conduct stakeholder engagement and awareness

    creation on all environmental matters related to the programme in line

    with the Environment and Social Management Framework (ESMF).

  • Actively monitor, coordinate and produce

    periodic (monthly and quarterly) performance reports on environmental and

    social safeguards of the programme.

  • Document lessons learnt in mitigation and

    resolution of environment and social issues during the implementation of

    the programme.

  • Offer support to the Social Scientists in the

    design and execution of the Grievance Redress Mechanism with particular

    regard to environmental matters.

  • Guide management on strategies for

    strengthening implementation of Environment and Social Safeguards

    measures.

  • Work closely with IDA Safeguards Specialists,

    NEMA and other Government Agencies on Environmental and Social Management

    of the RCIP programme

  • Perform any other duties as may be assigned

    by the supervisor from time to time.


Qualifications, Skills and Experience: 

  • The ideal candidate for the World Bank RCIP

    Environmental Specialist job vacancy should hold a Master of Science

    Degree in Environmental Science, Environmental and Natural Resources

    Management, Environmental Management, Environmental Engineering,

    Environmental Chemistry and/or related disciplines.

  • Possession of Post Graduate Diploma and/or

    professional qualifications in Environmental impact assessment will be

    added advantage.

  • Valid Registration of Environmental

    Practitioner (EIA & Environmental Auditor) with the National

    Environment Management Authority (NEMA).

  • A minimum of eight years’ experience in the planning,

    designing and implementation of environmental related interventions.

  • Previous exposure and experience in

    conducting Environmental Impact Assessments (EIAs) and developing

    Environmental and Social Management Plans.

  • Familiarity with the GoU’s Environmental

    Policy, Laws, Regulations, Guidelines, and  Environmental and Social Safeguard

    requirements of the World Bank will be added advantage.

  • Communications: Very good communication skills

    (spoken and written), including the ability to communicate effectively

    with diverse audiences on environmental related matters, good negotiation

    skills and to prepare a variety of written documents, contracts, reports,

    etc. in a clear, concise style.

  • Teamwork: Very good interpersonal skills and

    ability to establish and maintain effective working relations with people

    in a multi-cultural, multi-ethnic environment with sensitivity and respect

    for diversity.

  • Integrity: Must be a person of proven honesty

    and does not tolerate corruption and unethical behaviors in all its forms

    and manifestations.

  • Innovation: Must be a person with ability to

    seek new ways of doing things efficiently to deliver value to our customers.

  • Customer Centricity: Must be a person who strives to

    satisfy customers and clients. Should be able to understand what the

    customer wants and delivering it flawlessly.

  • Quality: Must be a person who thinks of quality and

    continuous improvement in his/she our work.
