The
Uganda National Roads Authority (UNRA) was established by an Act of Parliament;
The Uganda National Authority Act, No. 15 of 2006. UNRA became operational on
1st July 2008. The mandate of UNRA is to
develop and maintain the national roads network, advise Government on general
roads policy and contribute to addressing of transport concerns, among others.
Job Summary: The Road Safety Specialist will be charged with implementing
procedures and
standards
for the delivery of road safety interventions and providing professional advice
in all aspects of Road safety. In addition, the Road Safety Specialist will be
responsible for conducting site
inspections and investigations, feasibility studies, preliminary and detailed
design, data collection and analysis.
Key Duties and Responsibilities:
- Plan, review and propose required amendments
to Road Safety Manuals; - Plan and implement systems for the collection
of Road safety data in line with UNRA standards and Annual Statutory
performance agreement; - The incumbent will develop and implement
systems for preparation of cost estimates and tender documents for road
safety designs in line with UNRA Annual Statutory performance agreement; - Design and implement countermeasures to
mitigate road accidents in line with UNRA road safety guidelines; - Offer technical support in the preparation of
statements of requirements/terms of references for road studies and
prepare proposals for tenders submitted to external clients; - Plan and conduct road safety audits on all
feasibility studies and road designs in line with approved UNRA Road
Safety Audit Manual; - Plan and implement a system of managing risks
in the road safety activities and develop risk mitigation measures. - Perform any other duties as assigned by the Head
Design.
Qualifications, Skills and Experience:
- The applicant for the UNRA Road Safety
Specialist vacancy should hold an Honors Degree in Civil Engineering,
Highway Engineering; - For those with a Bachelor’s Degree, a
Master’s Degree in a related field and other post graduate qualifications
in Civil Engineering or other relevant field will be an added advantage; - Professional registration with the
Professional Engineers Registration Board (ERB) or its equivalent in the
Commonwealth is a must; - At least five years’ experience in Road
Safety Engineering. - High degree of personal integrity;
- Computer literacy skills
- Proven track record of outstanding
performance; - Excellent interpersonal, particularly
staff/management relation skills - Excellent oral and written communication
skills; - Ability to manage/supervise multi skilled
teams and deliver accurate results in a timely manner and in an environment
with multiple and challenging tasks.
