Highway Specialist (Several Jobs) – Kampala – Uganda National Roads Authority



About UNRA:
The Uganda National Roads Authority (UNRA) was established by an Act of Parliament; The Uganda National Authority Act, No. 15 of 2006. UNRA became operational on 1st July 2008. The mandate of UNRA is to develop and maintain the national roads network, advise Government on general roads policy and contribute to addressing of transport concerns, among others.


Job Summary: The Highway Specialist will primarily be responsible for developing and implementing a functional geometric system design for highway road infrastructure in accordance with Uganda Design Manual and UNRA guidelines and standards.


Key Duties and Responsibilities:
Plan, develop and coordinate the execution of route assignments as well as preparation of the geometric designs in line with Uganda Design Manual and UNRA guidelines and standards;
Plan and provide technical input to the preparation of statements of requirements/terms of references for road studies in line with UNRA guidelines;
The incumbent will plan, review and coordinate the inspection of road geometry for roads under construction in line with approved UNRA designs standards;
Plan and coordinate the review of highway components of feasibility studies and road designs in line with UNRA set standards;
Plan, develop and implement a system for monitoring and supervision of road design contracts in line with UNRA design standards;
Plan, review and coordinate the process of provision of value engineering of road infrastructure design in line with UNRA guidelines and international best practice;
Plan and implement a system of managing risks in the designs activities and develop risk mitigation measures;
Manage the performance and development of staff under the section.
Perform any other duties as assigned by the Head Design.


Qualifications, Skills and Experience:
The applicant for the UNRA Highway Specialist job vacancy should hold an Honors Degree in Civil Engineering, Highway Engineering or;
For those with a Bachelor’s Degree, a Master’s Degree in a related field and other post graduate qualifications in Civil Engineering or other relevant field will be an added advantage;
Professional registration with the Professional Engineers Registration Board (ERB) or its equivalent in the Commonwealth is a must;
At least five years’ experience in highway design for major road projects;
Significant experience in preparing bidding documents and bids for road design and construction project;
Prior demonstrated working experience in managing diverse professionals.
Computer literacy skills
High level of integrity;
Proven track record of outstanding performance;
Excellent interpersonal skills, particularly employee relations;
Excellent oral and written communication skills;
Proven ability to manage/supervise multi skilled teams and deliver accurate results in a timely manner and in an environment with multiple and challenging tasks;
