The

National Cooperative Business Association CLUSA International (NCBA CLUSA) is

the trade association for cooperative businesses in the United States and an

international development organization. NCBA CLUSA provides cross-sector

education, technical assistance, and advocacy that helps businesses thrive. For

nearly 100 years, NCBA CLUSA has sought to advance and protect business

enterprises, highlighting the impact that economic development has in bettering

the lives of individuals and families. In the last 60 years, NCBA CLUSA has

worked in over 100 countries in the areas of food security, agricultural

development, strengthening of communities and farmer organizations,

community-based health, natural resources management, and empowerment of smallholder

farmers, women, and youth. We currently work in 17 countries in Africa, Latin

America, and Asia.


About MasterCard Foundation YETA Project:


NCBA

CLUSA Uganda has received funding from MasterCard Foundation to reach young

people in Northern and Mid – Western Uganda in the ages of 15-24 and support

them to establish sustainable commercial enterprises. The project name is Youth

Empowerment Through Agriculture (YETA).


Job Summary: The Director of Administration and Finance will

provide overall leadership and support to ensure the successful implementation of

NCBA CLUSA programs in Uganda by providing accounting leadership and oversight,

budget preparation, review and projection, cost analysis, staff benefits processing,

employment contract drafting, and grant oversight to ensure successful program

implementation.  The Uganda Director of

Administration and Finance position  has

two major roles: (1) Project Accounting Oversight and (2) Chief Financial and

Administrative Director for the Uganda programs in terms of compliance with

policies and procedures.

The Director of Administration and Finance (DAF) works closely with the Chief

of Party and the home office accounting team to ensure that the project is

managed according to NCBA CLUSA policies, which are compliant with US

Government rules and regulations, donor rules and regulations, and Government

of Uganda laws.



Key Duties and Responsibilities: 


1. Financial and

Administrative Management:

  • Prepare and submit yearly and monthly

    operating and technical work plan budgets in coordination with the Chief

    of Party (COP) and technical team in a timely manner; evaluate costs per beneficiary

    according to indicators achieved to benchmark pipeline spending; prepare

    actual vs. projected monthly and yearly costs to assist COP in developing

    appropriate budget strategies;

  • In charge of controlling costs and keeping

    the project within binding agreement budgeted limits;

  • Responsible for the drafting of employment

    agreements for signature by the COP and submission of finalized version to

    the HQ Program Management Team;

  • In charge of supporting in the development of

    implementing, and annually revising the Employee Handbook with NCBA CLUSA

    Uganda appropriate policies and financial systems which are approved by

    the COP and the HQ office;

  • Ensure that financial and cash management

    systems are in place and adhered to, and that internal audits indicate compliance;

  • Develops and manages internal controls,

    policies and procedures that are in-line with MasterCard Foundation and

    NCBA CLUSA compliance regulations, or other donor regulation as necessary;

  • The job holder will manage the bank accounts,

    ensuring that proper documentation is sent and received from the bank(s);

  • Actively monitor procurement activities to

    ensure that they are in line with the project, NCBA CLUSA policies, and

    donor regulations;

  • Prepare and deliver orientation sessions to

    staff to explain administrative and financial policies and procedures and

    schedule no less than semi-annual refresher sessions along with periodic MEMOS

    up-dating staff on issues or concerns that need to be addressed;

    responsible for ensuring compliance by all staff;

  • Provide oversight to the work of the

    field-level Accountant regarding petty cash, writing checks, support

    documentation, and preparing vouchers for payments;

  • Provide technical oversight to the work of

    the Logistics and Procurement Specialist regarding all matters pertaining

    to the purchase of goods and services and monitoring of local vendor and

    service contracts;

  • Financial and administrative oversight of

    subcontracts with Ugandan development organizations; assist with

    pipelines, budget realignments, clearing of advances, submission of

    milestone invoices and all other related duties;

  • Regularly review all budgetary issues with

    project staff and as appropriate with the donor agency;

  • Maintain proper and correct accounting and

    physical assets inventory records;

  • Develop and maintain systems to insure open

    and transparent communications with all staff;

  • Prepare and submit various financial reports as

    required by the Partner Agreement; responsible for all program and

    financial reporting;

  • Manage small grants program for distribution

    to local formal financial institutions;

  • Disclosing discrepancies to COP in a timely

    manner in expense documentation and/or conflicts of interest as they arise

    with staff;

  • Oversee training exercises for staff to

    ensure policies are complied with;

  • Prepare and submit various financial reports

    as required by the contract in collaboration with the COP and home office

    Project Team;

  • Ensure that all NCBA CLUSA policies and

    procedures are followed, and comply with periodic NCBA CLUSA reporting

    requirements;

  • Ensure that all MasterCard Foundation and

    NCBA CLUSA regulations/standards on travel, personnel, procurement,

    financial administration, etc. are adhered to;

  • All other duties as assigned by the COP or

    headquarters office.


Qualifications, Skills and Experience: 

  • The ideal candidate should preferably hold a Master’s

    degree, or equivalent experience, in accounting, finance, or related

    field; CPA preferred;

  • At least eight years’ experience at the

    supervisory/ management level of multiple projects;

  • Experience in creating and managing small

    grants programs;

  • Very high degree of social, political and

    cultural sensitivity;

  • Exceptional diplomatic and business

    negotiating skills;

  • Broad working knowledge and understanding of US

    Government policies, procedures, procurement practices, rules,

    regulations, and reporting requirements; familiarity with foundation donor

    policies, procedures, procurement practices, rules, regulations, and

    reporting requirements also strongly preferred;

  • Strong financial analysis, budgeting, and

    management skills with ability to provide concrete and proven experiences

    (for example, drafts of written policies and procedures or internal

    controls that were implemented);

  • Working knowledge of smallholder agriculture,

    agribusiness, youth’ programming, and/or rural enterprise development is desired;

  • Prior exposure and experience with

    computerized accounting software and fluency in excel spreadsheets;

  • Prior work experience with QuickBooks

    accounting software program;

  • Ability to work with people and willingness

    to support and Train others;

  • Ability to make recommendations for financial

    and i administrative policy or procedural changes;

  • Excellent written/oral communication skills

  • Ability to travel to project sites

    nationwide.

  • Fluency in English required, fluency in

    Luganda, and/or Kiswahili preferred;
