The

Uganda National Roads Authority (UNRA) was established by an Act of Parliament;

The Uganda National Authority Act, No. 15 of 2006. UNRA became operational on

1st July 2008.  The mandate of UNRA is to

develop and maintain the national roads network, advise Government on general

roads policy and contribute to addressing of transport concerns, among others.


Job Summary: The Human Resource Officer Performance Management

and Reward will actively participate in implementing a performance management

framework or system, overseeing the performance appraisal for staff and

developing relevant metrics for monitoring and evaluation HR performance. The incumbent

will also participate in implementing guidelines and processes of the performance

management system to promote accountability for results, recognizing and

rewarding performance in line with the HRPM.


Key Duties and Responsibilities:

  • Take part in the implementation of the staff

    performance management framework/ system including guidelines and

    processes for the implementation of the performance management system;

  • Prepare and submit annual Performance Agreements

    for all staff in liaison with the Manager Performance Management;

  • Oversee the staff appraisal process in

    liaison with the Manager Performance Management;

  • Take part in the development of relevant

    metrics for monitoring and evaluation HR performance and appraisal tools

    for all staff in liaison with the Manager Performance Management;

  • Provide advice and assistance when conducting

    staff performance evaluations;

  • Manage staff attendance at Headquarters and

    Stations and submit quarterly reports on absence to the Manager

    Performance Management;

  • In charge of risk management in HR

    performance management.

  • Perform any other duties as assigned by the Human

    Resource Manager Performance Management and Reward.


Qualifications, Skills and Experience:

  • The applicant for the UNRA Human Resource

    Officer Performance Management and Reward employment opportunity should

    hold an Honor’s Bachelor’s Degree in Human Resource Management, Organisation

    Psychology, Business Administration, Economics, Social Sciences , or any other

    relevant courses from a recognized University;

  • Possession of a Master’s Degree in Human Resource

    Management, Organisation Psychology, Business Administration, Economics,

    Social Sciences, or any other relevant courses from a recognized

    University is an added advantage;

  • Additional post graduate qualification in a

    related field will be an added advantage;

  • A minimum of five years’ experience in HR

    Management at middle management level in a reputable organization

  • Proven ability to work as part of a team and

    to develop subordinates;

  • Excellent interpersonal, particularly

    staff/management relations, oral and written communication skills;

  • Demonstrated ability to work and produce

    accurate results in an environment with multiple and challenging tasks;

  • Computer literacy skills

  • Impeccable level of integrity.
