The

Uganda National Roads Authority (UNRA) was established by an Act of Parliament;

The Uganda National Authority Act, No. 15 of 2006. UNRA became operational on

1st July 2008.  The mandate of UNRA is to

develop and maintain the national roads network, advise Government on general

roads policy and contribute to addressing of transport concerns, among others.


Job Summary: The Head Quality Control will be responsible for

developing, implementing and managing in-house quality control and assurance procedures

and plans. The incumbent  will also be

responsible for carrying out independent quality and assurance checks and

mainstreaming quality control within the organization and contribute towards

UNRA’s ISO certification process or any other internationally accepted independent

certification. The head quality control will also be responsible for accountability

of the resources under the department including human, financial, property,

equipment etc.


Key Duties and Responsibilities:

  • Plan and set performance benchmarks for the

    department in line with the strategic plan and Board directives;

  • Plan and Develop Quality control assurance procedures

    for UNRA road works in line with approved quality standards;

  • Keenly review and coordinate the

    Implementation of Quality control and assurance systems in line with

    approved quality standards;

  • In charge of managing Quality control and

    assurance contracts in line with approved guidelines;

  • Plan and monitor the implementation of projects

    in Quality Control in line with UNRA quality standards;

  • Plan, budget and account for Quality Control

    departmental resources in line with UNRA financial management guidelines

  • Plan and implement a system of managing risks

    in the quality assurance activities and develop risk mitigation measures.

  • Mentor and supervise the performance of direct

    reports in line with the performance management system of UNRA

  • Perform any other duties as assigned by the Director

    Network Planning and Engineering


Qualifications, Skills and Experience:

  • The applicant for the UNRA Head Quality

    Control job vacancy should hold an Honors Degree in Civil Engineering,

    Highway Engineering;

  • Possession of a Master’s Degree in a related

    field and other post graduate qualifications in Civil Engineering or other

    relevant field will be an added advantage.

  • Professional registration with the Professional

    Engineers Registration Board (ERB) or its equivalent in the Commonwealth

    countries is mandatory

  • Five or more years’ experience in quality

    control and or material testing on roads and bridges projects.

  • Demonstrated working experience in managing

    diverse professionals.

  • Computer literacy skills

  • High level of integrity.

  • Proven track record of outstanding

    performance

  • Excellent interpersonal, particularly

    staff/management relations

  • Excellent oral and written communication

    skills.

  • Ability to manage/supervise multi skilled teams

    and deliver accurate results in a timely manner and in an environment with

    multiple and challenging tasks
