The
Uganda National Roads Authority (UNRA) was established by an Act of Parliament;
The Uganda National Authority Act, No. 15 of 2006. UNRA became operational on
1st July 2008. The mandate of UNRA is to
develop and maintain the national roads network, advise Government on general
roads policy and contribute to addressing of transport concerns, among others.
Job Summary: The Director
Road Infrastructure Protection will oversee the Directorate that is responsible for the protection of National
Roads and Bridges infrastructure, providing ferry services that link national
roads network and carrying out road safety audits and road user education as
well as incident and traffic flow management.
Key Duties and Responsibilities:
- Manage Weigh bridge operations ensuring
compliance with legal vehicle loads. - Maintain weighbridge infrastructure including
weighbridge calibration to ensure reliability and consistency of
measurements. - Propose required amendments to the vehicle
load legislation. - Conduct routine and periodic maintenance of
ferries. - Prepare and update ferry route schedules and
ensure adherence. - Institute and apply safety measures on all
ferries and ensure these are adhered to at all times including having
standby rescue boats, safety jackets, registration of passengers and their
properties. - Develop and maintain ferries infrastructure
including landing platforms, passage waiting shades and rest areas. - Make proper accountability for the resources.
- Manage a rapid response patrol unit
responsible for protecting road infrastructure including pavement, road
reserves and road furniture. - Work closely with Roads and Bridges
Development to obtain the list of PAPs compensated but did not vacate. - Formulate regulations for installation of
billboards and grant permissions. - Grant permissions to utility companies
wanting to use the road reserve. - Provide towing services to remove broken down
vehicles at owners cost. - Sensitize road users on Highway Code, carry
out safety audits and identification of black spots. - Establish a traffic information centre that
will provide travel advisory services by relaying real time traffic information
to motorists via Variable Message Services (VMS), UNRA website, Radio, etc - Institute Traffic flow management systems on
national roads. - Plans and Reports:
- Prepare monthly, quarterly and
annual reports on vehicle load control, ferries - operations, road safety and road
reserve protection. - Prepare annual road safety audit
reports. - Risk Management: Identify, proactively manage the
risks and implement risk mitigation measures and update the risk register
on a monthly basis for all activities in the Directorate. - Budget Management:
- Update and maintain records of
expenditure, accounting, costing and billing against progress payments
for all Directorate activities. - Ensure all activities are undertaken
within the approved budget constraints. - Identify and manage cost saving
opportunities and overruns. - Quality management and Compliance: Ensure
quality standards are adhered to and compliance with the law and
standards. - Occupation, health and safety: Take
all practical steps to ensure that all health and safety checks,
procedures and guidelines are adhered to on all activities. - Environmental Management: Comply
with environmental policies and procedures, including, keeping a record
of all environmental incidents or breaches. - Manage performance and development of staff
under direct supervision as per the Human Resources performance management
policy. - Perform any other duties as assigned by the Executive
Director
Qualifications, Skills and Experience:
- The applicant for the UNRA Director Road
Infrastructure Protection job vacancy should hold an Honors Degree in
Civil Engineering, Economics, Law, Business Administration, Management, or
any other relevant degree plus a Master’s Degree in related field. - Possession of Post graduate qualifications in
the relevant field will be an added advantage. - At least seven years’ experience in
enforcement and compliance operations or in roads infrastructure - Demonstrated working experience in managing
an organization/business unit - with diverse professions.
- Computer literacy skills
- High degree of integrity.
- Proven ability to work as part of a team and
to develop subordinates. - Excellent interpersonal, particularly
staff/management relations - Excellent oral and written communication
skills. - Proven ability to manage/supervise multi
skilled teams and deliver accurate results in a timely manner and in an
environment with multiple and challenging tasks.
